The Citizens Engagement Platform Seychelles (Ceps) is implementing a second project aimed at strengthening disaster preparedness, early warning and anticipatory action among civil society organisations and communities in Seychelles.
The Ceps Disaster Preparedness and Early Warning Action Protocol Framework is supported by the Critical Ecosystem Partnership Fund (CEPF). The global funding programme empowers civil society organisations by delivering targeted financial and technical grants. This is the second project implemented by Ceps with support from the fund. The project seeks to strengthen the capacity of civil society organisations to better understand, communicate and act on early warning information.
A key focus of the project is Ceps' member organisations, particularly non-governmental organisations (NGOs) working with communities. Through capacity-building activities, consultations and practical engagements, members are being trained to strengthen their knowledge and capacity to contribute to disaster preparedness, early warning dissemination and emergency response.
The project also aims to strengthen the connection between civil society and local government, ensuring that the knowledge, resources and support available within the NGO and CSO community can be better incorporated into local emergency preparedness and response plans.
As part of this work, Ceps has been facilitating stakeholder consultations and partnership discussions and will soon be conducting validation sessions, as well as supporting the development and formalisation of memorandums of understanding (MOUs) with its partners. These agreements are intended to clarify roles, responsibilities and communication channels before, during and after emergencies.
The initiative is being implemented through a collaborative and participatory approach, bringing together key stakeholders including the Disaster Risk Management Division (DRMD), Ministry of Local Government & Inner Islands, district administrations, Ceps’ member organisations, Seychelles Red Cross Society, Seychelles Meteorological Authority (SMA), community representatives and other relevant government agencies.
Ceps is coordinating the implementation of the project and facilitating engagement among the different stakeholders, while DRMD will provide technical guidance and ensure alignment with national disaster management frameworks and the Incident Command System.
The project also supports Seychelles' commitment to the Early Warnings for All (EW4ALL) initiative and promotes a whole-of-society approach to disaster risk management.
Ultimately, the initiative aims to strengthen collaboration between government, civil society and communities so that early warnings can reach people in a clear and timely manner, and communities are better prepared to take appropriate action.
For Ceps, the project represents another step towards strengthening its members and ensuring that civil society organisations are better equipped to contribute to a safer, more prepared and resilient Seychelles.
