On February 17, 2026 the Council of the European Union removed Seychelles from Annex II (the greylist) of non-cooperative jurisdictions for tax purposes. The decision follows the OECD Global Forum’s January 2026 peer review that upgraded Seychelles to “Largely Compliant” on Exchange of Information on Request (EOIR) standards – the exact trigger required for delisting.
