R10.4 billion proposed for amended 2020 budget
Finance, Trade, Investment and Economic Planning Minister Maurice Loustau-Lalanne will today present an amended budget for 2020 before the house at first and second reading, namely the Appropriation (Amendment) Bill, 2020.
The amended budget 2020 stands at ten billion four hundred and forty seven million one hundred and fifty one thousand five hundred and forty seven rupees (R10,447,151,547).
The sum was published in a supplement to the Official Gazette dated March 30, 2020.
Presenting the object and reasons for the amended budget, Attorney General Frank Ally writes that “the COVID-19 pandemic which has affected the world has also significantly affected the Republic of Seychelles.
“Consequently it has become necessary to reconsider and revise the budget for 2020 to meet the exigencies and consequences of the COVID-19 pandemic to the financial requirements of the Republic of Seychelles.
“Therefore, it is necessary to amend the Appropriation Act, 2020 (Act 1 of 2020).
“In view of the above, this Bill seeks to amend the Appropriation Act, 2020, to provide for the payment, out of the Consolidated Fund, of moneys required by the Budget for the year ending December 31, 2020,” writes Attorney General Ally.
Enacted by the President and the National Assembly, the act to amend the Appropriation Act, 2020 may be cited as the Appropriation (Amendment) Act, 2020.
The Appropriation Act, 2020 is amended by repealing section 2 and substituting therefore the following:
“The Minister for Finance, Trade, Investment and Economic Planning, may by warrant under the hand of the Minister authorise the issue from the Consolidated Fund for the services of the Republic for the year 2020, of a sum not exceeding Ten Billion Four Hundred and Forty Seven Million One Hundred and Fifty One Thousand Five Hundred and Forty Seven Rupees (R10,447,151,547) which sum shall be appropriated in accordance with the Schedule for the purposes specified therein.”
On December 6, 2019, members of the National Assembly approved the budget for 2020 proposed by government – a sum of R9,230,765,399 as amended after the sum of R61.323 milllion allocated for the Department of Information Technology and Communication (DICT) was removed from the original proposed budget of R9,292,088,262.
