Licensing authority witness highlights gaps in CCCL records and oversight

The Commission of Inquiry into the CCCL explosion of December 6-7, 2023 yesterday heard evidence from Yannick Francis Luca, director of Compliance at the Seychelles Licensing Authority (SLA), who outlined the licensing history of Civil Construction Company Limited (CCCL) and highlighted gaps in records relating to consultations, inspections and compliance checks.

Mr Luca, who oversees the SLA’s legal and compliance section and has held the post since March 2025, testified on behalf of the Authority’s chief executive.

He explained that CCCL holds a retailer’s licence authorising the sale of goods, with blasting explosives included as one of the categories of goods the company is permitted to sell.
