The Scrutiny of Bills Committee of the National Assembly, led by the chairperson Hon. Clifford Andre, launched its legislative review for the year 2025 with a crucial engagement with the Financial Services Authority (FSA) on Thursday January 30, 2025.
Also in attendance alongside the chairman of the committee was the vice-chairman, Hon. John Hoareau; Hon. Gervais Henrie; Hon. Sathya Naidu’ as well as the Clerk of the National Assembly, Tania Isaac.
The FSA was represented by its chief executive, Randolf Samson; International Organisation of Securities Commissions (IOSCO) Head of Enforcement, Isabel Pastor; and IOSCO-assigned consultant, Phyllis Cela.
Hon. Andre emphasised the Committee’s role in ensuring that all proposed legal amendments meet the highest national and international standards, with a key outcome of Seychelles’ ability to sign the IOSCO Multilateral Memorandum of Understanding (MMoU). This development has the potential to enhance the country’s capacity to collaborate more comprehensively with its international counterparts on securities enforcement and related matters.
