Ministry of Local Government and Community Affairs holds first working session with district administrators for 2023 |18 February 2023
The management team of the Ministry of Local Government and Community Affairs on Tuesday organised this year’s first working session for district administrators.
The one-day session was held to assess the strengths and challenges from last year and set out strategic priorities and ways forward for 2023.
The discussions focused primarily on the Results Based Management (RBM) framework and the synergy between the district administrations and the accounts section based at the ministry’s secretariat.
Held at the Les Mamelles community centre, the meeting was attended by the Minister for Local Government and Community Affairs, Rose-Marie Hoareau; principal secretary for Local Government and Community Affairs Kevin Perine; director general for Community Affairs Denise Clarisse; director general for Support Services Romano Songor; director general for Human Resources and Budget Management Cecile Decommarmond; financial controller Marlene Valentin and other staff of the ministry.
PS Perine kicked off the day with not only an icebreaker but motivating words on teamwork and collaboration.
The early morning session started with an evaluation of how the district administrators appraised their staff in 2022, based on the Results Based Management (RBM) framework.
It was acknowledged that it was the first time that the DAs had made use of this new appraisal system.
Hence, the DAs shared their experiences, deficiencies, and good practices in regard to staff appraisal as we move into the second year of RBM-based appraisal.
This included a role play wherein the English River district administrator, Jancy Volcère, showcased how she went about assessing one of her staff.
“As we move into the second year of this appraisal system, not only must all the district administrators be well aware of the Mission and Vision of the ministry, they must also be mindful of its Strategic Plan 2022-2026,” PS Perine highlighted.
Following this, the district administrators met with their district’s respective accounts technicians from the ministry’s accounts section to discuss their working relationships for this year.
Budget management, the processes for payments, and improved communications were among some of the points discussed.
In her remarks following the working session, Minister Hoareau stated: “I am very happy that the discussions were solution-oriented rather than problem-oriented – this is what is going to push the ministry forward in 2023 as we continue to strive for excellence in service delivery and maintain the high standards expected of us.”
“In order to achieve these we need the continued devotion and commitment of all our staff,” the minister concluded.
