Seychelles reaffirms commitment to OACPS reform and Samoa Agreement |20 December 2025

Seychelles has reaffirmed its strong support for the Organisation of African, Caribbean and Pacific States during the 120th Session of the Council of Ministers held in Brussels.
Led by Ambassador Beryl Samson, with Ambassador Kenneth Racombo and Second Secretary Rodney Sinon, the delegation commended the leadership of Secretary General Moussa S. Batraki and President in Office Hon. Peter Shanel Agovaka for advancing reforms and preparing for the 11th Organisation of African, Caribbean and Pacific States (OACPS) Summit in Malabo, Equatorial Guinea in March 2026.
The Council adopted nine major decisions, including approval of the secretariat’s 2026 budget, acquisition of new headquarters, outsourcing of the internal audit function, and adoption of rules under the Samoa Agreement. Seychelles, among the first to ratify, urged all member states to accelerate ratification to ensure the effective functioning of OACPS-EU institutions.
The session also identified emerging economies, development banks, the private sector and philanthropists as key partners for resource mobilisation, reaffirming the role of His Majesty King Mswati III as champion.
The meeting concluded with a resolution to uphold unity, reform and action, strengthen institutional credibility, ensure inclusivity at the Malabo Summit, and position the OACPS as a coherent voice of the Global South.
