Commission hears SIS role in 2024 prison riot
Former director general of the Seychelles Intelligence Services (SIS), Benediste Hoareau, was the sole witness to testify yesterday (August 4, 2026) during the open deliberations of the Commission of Inquiry into the Montagne Posée prison riot of December 5–6, 2024.
Testifying before the commission at the Palais de Justice on Île du Port, Mr Hoareau explained that the SIS’ role was to detect and prevent security threats to the country and its public institutions, including prisons. Information gathered was assessed, analysed, and processed before being relayed to relevant security agencies, notably the National Security Council, which at the time comprised former President Wavel Ramkalawan (chairman and Commander‑in‑Chief of the Seychelles Defence Forces), former Vice-President Ahmed Afif, former Police Commissioner Ted Barbe, Chief of Defence Forces Major General Michael Rosette, and Mr Hoareau himself.
