CBS board charts roadmap at 2026 retreat

 

The board of directors of the Central Bank of Seychelles (CBS) held a two‑day retreat from July 24–25, 2026 at L’Escale Resort & Spa under the theme ‘Shaping the Future Together: Strategic Leadership, Governance and Organisational Resilience’.

The retreat provided an opportunity for the board to reflect on the bank’s strategic direction and priorities for the years ahead. Discussions focused on strategic planning, governance, enterprise risk management, stakeholder engagement, and the evolving operating environment, with particular emphasis on strengthening oversight of strategy implementation.

Opening the retreat, chairperson of the board and Governor Caroline Abel highlighted the distinct role of the board in guiding the institution: “As directors, our role is distinct. We are not involved in the day‑to‑day management of the bank. Rather, we provide strategic leadership, uphold the principles of good governance, ensure accountability, safeguard the bank’s independence and support an environment in which the management team can perform effectively while remaining fully accountable to the board.”

The retreat also allowed reflection on progress since the launch of the CBS Strategic Plan 2024–2028. Key milestones include the successful implementation of the Seychelles Real‑Time Gross Settlement (SEYRTGS) system, enhancing the safety, efficiency, and resilience of high‑value payment transactions. The bank has also advanced financial sector resilience and responsible innovation through:

  • Climate risk reporting and supervisory guidelines
  • Introduction of climate stress testing
  • Formulation of a Risk‑Based Supervision Framework for Market Conduct
  • Development of a Regulatory Sandbox Framework to support innovation within an appropriate regulatory environment

The board agreed on a practical roadmap of short‑ to long‑term actions to guide the next phase of the Strategic Plan’s implementation. The outcome of the retreat provides renewed strategic direction to support the bank in fulfilling its mandate.
